As the 21st National “Work Safety Month” was approaching, Huatai Yongchuang (Beijing) Technology Co., Ltd. convened its Mobilization Meeting for the 2022 Work Safety Month on May 31, 2022, centered on the theme “Comply with the Work Safety Law and Fulfil the Role of Primary Responsible Person”. Chairman Xu Lie attended the meeting and delivered an important speech, while General Manager Han Dong gave a mobilization address. Members of the company’s leadership team including Dong Xinghong, Shao Feng, and Song Mingjiang were also present.

Chairman Xu Lie pointed out that we must thoroughly study and implement General Secretary Xi Jinping’s important directives on work safety, rigorously and earnestly enhance work safety, and deeply understand the interpretation of Maslow's hierarchy of needs for safety work: safety is an essential requirement for social development.

Chairman Xu Lie emphasized that safety awareness must be transformed into an instinct, shifting from “passive acceptance” to “positive pursuit” of safety targets. Every employee must understand that safety means responsibility, that each individual is the “primary responsible person”, and that ensuring safety requires putting responsibilities into practice.

Chairman Xu Lie demanded that we must resolutely uphold the rigidity of regulations, acting as “iron-faced enforcers” rather than “lenient ones”. When problems arise, we must adhere to the “Four No-Relaxing” principle. We must always maintain a sense of reverence, steadfastly uphold safety bottom line, and make safety a protective shield for the company’s development.

In his mobilization speech, General Manager Han Dong put forward four requirements. First, strictly implement the work safety accountability system, ensuring that all employees clearly understand the safety responsibilities associated with their positions and rigorously apply them in their work, thereby “complying with the Work Safety Law and fulfilling their roles as primary responsible persons”. Second, continue to carry out hazard identification efforts, with all project teams conducting comprehensive re-inspections of potential hazards. Third, safety efforts must be practical. We must avoid empty rhetoric and refuse to become “giants in thought but dwarfs in action”. Fourth, all departments and project teams should take this opportunity to fully mobilize employees to participate in relevant activities, ensuring that everyone is involved and understand the significance of safety, thereby strengthening safety awareness and embedding safety principles deeply in everyone’s minds.

During the statement session, members of the company’s leadership team got straight to the point and set forth specific requirements for safety work. Deputy General Manager Song Mingjiang offered a fresh interpretation of the “primary responsible person,” asserting that every position bears this role. He emphasized the need to foster a safety mindset that “hazards are preventable and controllable, and safety issues are traceable and manageable.” Regarding safety incidents, he stressed the need to follow the “Four No-Relaxing” principle to ensure that “an accident at one factory educates ten thousand others”. Finally, he offered a unique perspective on safety, introducing the “comprehensive safety philosophy” in which design, product quality, and construction are all inextricably linked to safety. Deputy General Manager Shao Feng drew on his personal experience as a former project manager to discuss two safety incidents in detail. He noted that while safety is challenging to manage, it is manageable and that the failure to achieve expected results stems from insufficient hazard identification and the persistence of violations. He called for the gradual improvement of the hazard database and the identification of different hazards at different stages. Deputy General Manager Dong Xinghong noted that the accidents depicted in the documentary were shocking. He emphasized that all employees must not harbor any complacency and must earnestly fulfill their primary responsibilities. He stressed that focus on safety must remain unwavering at all times, as the saying goes “it is better to be vigilant for a hundred days than to let our guard down for a single day”.

Company Leadership Delivering Speeches

Yang Zhiwei, the meeting chair, led a study session on the Notice on Launching the 2022 National “Work Safety Month” Activities issued by the Office of the State Council’s Work Safety Commission and the Ministry of Emergency Management. He read aloud the company’s 2022 Work Safety Month action plan, provided a detailed interpretation of the general requirements of the new Work Safety Law and its specific provisions for enterprises, and disseminated common basic safety knowledge. The meeting also included a screening of the television documentary Life Is More Precious Than Mount Tai.

The meeting was held via video conference, with headquarters staff attending at the main venue in Beijing, the Design&Research Institute participating from the Anshan venue, and all project teams joining via video link.
